Our Board of Directors

James Partridge, ACAS, MAAA, President &  Treasurer
Chief Operating Officer (COO) | Glatfelter Insurance Group

Jim is currently on the senior management team at Glatfelter Insurance Group (GIG), serving as Chief Operating Officer (COO) and has been in the insurance industry for close to 30 years. His current job responsibilities include general oversight of the Underwriting, Claims Management, IT, Actuarial, Product Development and Program Analytics divisions at GIG, along with overseeing GIG’s Enterprise Risk Management program (ERM) and all reinsurance operations.

Jim is a graduate of Liberty University, with a BS degree in Mathematics. He is a property and casualty insurance actuary by trade, an Associate of the Casualty Actuarial Society (ACAS), a Member of the American Academy of Actuaries (MAAA), and is a licensed property and casualty insurance agent.

Jim is a graduate of Leadership York’s Executive Connections Class of 2012; currently serves as the treasurer of House of Hope; currently serves as board member, finance committee member, and co-chair of the Sustainability Committee of the Margaret E. Moul Home; and previously served as board member, treasurer and Vice President of YorkArts (now Creative York).


Bob Behler, CCIM, Vice President
Executive Vice President| Bennett Williams Commercial

Bob began his career in real estate in 1981 with Bennett Williams after graduating from York College with a BS in Business Management. Bob was subsequently promoted to Assistant to the President, and to his present position in 1989. In 1991, he assumed the responsibilities of Broker of Record.

He has participated in the sale, leasing, marketing and development of tens of millions of dollars of commercial and industrial real estate. Bob has his CCIM designation and he currently holds a Broker’s license in the states of Delaware, Maryland, Pennsylvania, New York, and South Carolina. He is a Life Member of RPAC and has his CCIM Designation. Bob is past Chairman of the RPAC & Commercial/Industrial Committees for RAYAC. He also served on Commercial Industrial Forum, MLS Committee, Affordable Housing Committee, the Leadership Development Committee, Consumer Protection and Long-Range Planning Committees for the Realtors Association of York & Adams Counties (RAYAC). Currently, Bob has twice served on the Board of Directors of RAYAC.

In the community, Bob has participated for many years in York Hospital Fund Raising, including the Giving for Living Campaigns and the Century Campaign. He also served as Chairman for the Good Neighbor Fund Campaign. He has also been involved in other community fund raisers including Muscular Dystrophy, March of Dimes, York County Special Olympics and the Strand Capitol Corporate Membership Campaign. Bob is a member of the Masons, and Scottish Rite, and has served on the Board of Directors for the Masonic Center. He served on the Board of Habitat for Humanity of York and on their Building and Site Committee. 

Bob also enjoys spending time at Bethany Beach, hunting, skiing, kayaking, hiking and everything the outdoors has to offer.


Lisa Stahlman, Secretary
Pharmacist | Wellspan Pharmacy

Born and raised in York County. Graduated from Dallastown High School. Graduated from Temple University School of Pharmacy in 1988. Works for Wellspan Pharmacy Dallastown as the pharmacy manager. Has been with Wellspan for 23 years. Met Lori Ziegler in 1995 when I started working at York Apothecary (now Wellspan Pharmacy). Attended Women of Faith conference in Philadelphia with Lori where Sarah Trollinger and a teen from House of Hope Orlando were speaking. Lori asked me to come along side her to help her start a House of Hope here in York. I’ve been with House of Hope since 2005. I have served in many different capacities, most recently as secretary of the House of Hope board. I feel that I can help our teens, not by being able to connect with them due to their circumstances that caused them to come to HOH but by being able to show them unconditional love. In my spare time, I enjoy reading, camping, watching my husband race cars and my son autocross, boating on Raystown Lake and spending time with my family (husband Erich, daughter Danielle, son Nicholas and four legged child, Zues) and friends.


Lori Ziegler, Member
Founder, Executive Director | House of Hope York, PA

Prior to Lori’s life-changing experience at the Women of Faith conference in 2005, she worked at Pines Pharmacy for 15 years and WellSpan Pharmacy for 12 years.  Inspired by her healing and her rededication to Christ, Lori decided in 2005 to begin work on opening House of Hope York PA. Currently, Lori not only runs the House of Hope York PA, but serves with the Keystone Emmaus Community and the prayer team at Christ United Methodist Church. She attended and graduated from Leadership York’s 2010 Executive Connections program, learning about York County history and its leaders, arts and culture, education, health care, community needs, government and the local economy. Lori is dedicated to being a force of change in our community and beyond by giving teenage girls the chance to heal their heart wounds and learn to be loved for who they are. Lori enjoys spending time with her husband and children children, loving on her grandson, cooking for others, researching genealogy and playing golf.


Jeremy Wagner, Member
Tech Support & Training | Lancaster-Lebanon IU 13

Jeremy Wagner is a Desktop Support Technician for Lancaster-Lebanon IU 13. He has worked in Desktop Support for over three years. He has an Associate Degree in Specialized Technology from Thompson Institute and Bachelor of Science in Information Technology from Kaplan University.

House of Hope York PA is a non-profit organization that brings hope, healing and restoration to hurting teens and their families through the power of the Holy Spirit and the Word of God. Our purpose is to be a model of Christ’s love by providing, counseling, academic education, life skills education and spiritual guidance. This combination of services provides the teens with the capability to re-enter society as God-assured, purpose-driven individuals able to cope with the challenges and pressures of everyday life. House of Hope is a unique program that combines both the teen and the parents in the healing process. Parents are actively involved in counseling programs, parenting classes, and receive spiritual guidance as well. Our on-site school, Hope Academy, is registered with the Pennsylvania Department of Education and provides our teens a formal education through a self-paced curriculum (ACE) designed to meet their performance levels. Our residential home, office and school are located in Glen Rock, PA
